Tourism Minister Datuk Seri Tengku Adnan Tengku Mansor said the increase was due to the intense promotion overseas of Visit Malaysia Year 2007.
Tengku Adnan was speaking after opening a symposium on MM2H at the Penang International Sports Arena, held in conjunction with the three-day Penang International Property Expo 2007.
"In the first two months of this year, 166 expatriates signed up for the programme."
Since 1996, 9,551 expatriates have moved to Malaysia under the old Silver Hair and the current MM2H programmes.
"Most are from China, Bangladesh, Britain, Taiwan, Singapore, Japan, Indonesia and India."
Tengku Adnan said that about 30 per cent of the new sign-ups are from Europe.
The ministry’s target is to attract 100,000 under the MM2H programme by 2010.
He also said that there were now 55,000 foreign students in the country.
