Smoother Traffic Flow At Penang Airport This October
Malaysia Airports Holdings Berhad Project Manager Fazil Ahmad said upgrading work on the affected zones had reached 42 per cent and traffic flow including public transportation would be more orderly when completed.
"The project is to ensure traffic flow at the airport is smoother as the departure zone which used to have only two lanes will be expanded to three lanes while the arrival zone which has four lanes will be increased to seven lanes," he told reporters after presenting a briefing on the progress of the upgrading project to the State Committee for Public Works, Utilities and Transportation Chairman Lim Hock Seng here Monday.
The airport upgrading project which began in June last year costs RM250 million.
It has three main phases and will enable the airport to accommodate up to five million visitors when fully completed in June 2012. The First Phase involves infrastructure and utilities, while Phase Two covers the main terminal building and Phase Three is on upgrading facilities at airport apron.
He said the upgrading project will cover 340.5 hectares of land and that at the end of May, the overall project was 29 per cent completed.
"Despite a slight delay of one per cent, we are confident the overall project will be finished in June 2012," he said. He said the upgrading work was aimed at maximising total passenger flow especially during the peak period from 1,300 to 2,000 passengers per hour and increasing the total number of car parking lots from 1,200 presently to 2,000.
Elaborating further, Fazil said Malaysia Airports was spending RM1.6 million to provide temporary diversions to enable the airport to function at maximum capacity while awaiting the completion of upgrading work at all affected zones.

All Aircraft Passengers From Japan Screened For Radiation Level At KLIA
He said the inspection on passengers travelling on MAS, AirAsia and Japan Airlines had started since March 16 at the KL International Airport and March 18 at the Kota Kinabalu International Airport (KKIA) which involved the low-cost carrier terminal (LCCT).
"Those found to have been exposed to radioactive elements would undergo a decontamination process by an accredited agency, that is the nuclear and atomic power licensing agency, the Ministry of Science, Technology and Environment with assistance from the security division of Malaysia Airports Berhad," he said after launching the Caring Society Programme (Mayang) at the Community Hall in Pintas, near here today.

KLIA’s new terminal will serve as economic stimulus
The Prime Minister said he expects KLIA2 to boost tourism revenue to RM168 billion by 2020.
“The construction of a project such as this new terminal brings the country many benefits. Not only will it serve as an economic stimulus by providing job opportunities to the people of Malaysia, it will also boost tourism by attracting more airlines and visitors into the country.
“This facility will greatly enhance our vision to increase tourism revenue from the current RM53 billion in 2009 to RM168 billion by 2020,” he said during his speech at the ground breaking ceremony for KLIA2.
He said that local businesses would also benefit from the greater influx of tourists into the country.
“The spill-over effects of having this captive market at our airports is immense, from a commercial perspective, following the footsteps of the established successful airports such as Heathrow London and Schiphol Amersterdam where the airports are much more than just a place to catch flights.
“Malaysia Airports has envisioned our own airports as the platform to drive commercial business. With its vision to be a world-class airport business, I am encouraged to know that besides operating top notch airport facilities and services, there will also be ample retail and commerce opportunities that will allow Malaysian businesses to capitalise and benefit from the influx of tourists and spending power flowing continuously through the arrival and departure gates,” he said.
The targeted completion date for the new LCCT, estimated to cost RM2 billion, is April 2012 based on a 20-month construction period.
The LCCT will be able to cater for 30 million passengers per annum, with potential to expand to 45 million.
A new four kilometre long runway will also be built for the LCCT.
To be known as KLIA2, it is located only two kilometre from the main KLIA terminal.
Najib also noted that AirAsia was the driving force behind low-cost travel growth in the region.
“Over the last 10 years low-cost travel at KLIA has grown on an average of 37 per cent per annum. The double-digit growth is expected to continue for the next five to ten years despite intense competition from other large airports in the region.
“I have to compliment AirAsia for their innovative efforts to stimulate low-cost travel in the country and I applaud Malaysia Airport’s role in supporting the growth of this burgeoning travel segment. Malaysia Airports has anticipated that KLIA as whole would handle over 60 million passengers by 2020 and close to 45 per cent of these passengers are likely to be low-cost travellers,” he said.
Early last year, there was a much publicised tussle between Malaysia Airports Holdings Berhad (MAHB), the operator of most of Malaysia’s airports, and Air Asia, the region’s leading low-cost carrier, to build the new LCCT.
That was just after Air Asia announced its intentions to build its own terminal and runway in Labu, Negeri Sembilan to cope with soaring passenger volume and alleged that MAHB would not be able to build an LCCT to suit its needs and ambitions.
Malaysia Airports on the other hand, said that the new LCCT should be built according to its masterplan for KLIA.
The Labu proposal was initially given the green light on January 5th by the government, but it reversed its decision about three weeks later after a public outcry erupted as it was seen as building another airport just a few kilometres away from KLIA and thus duplicating resources.
Najib stressed that KLIA2 was designed with consideration for AirAsia’s requirements.
“I am glad to note that while this new terminal is designed with great consideration for the requirements of the region’s largest low-cost carrier, AirAsia, it will be accessible to all airlines upon completion. With the thriving low cost travel in the region, the new terminal is poised to serve as a hub and attract more low cost carriers to fly to Kuala Lumpur,” he said.
The first phase of the project was awarded to Malaysian infrastructure firm, WCT. The RM363 million contract is for the earthworks and drainage job for the LCCT.
However, MAHB has admitted that the completion of the earthworks for the runaway is behind schedule.
MAHB will also build a multi-modal transportation hub for buses, taxis, and ERL to provide connectivity for not only passengers but also for the public to move from one part of the country to another.
According to the National Airport Masterplan (NAMP), there is room for two additional terminals near the LCCT.
The masterplan was drawn up by Netherlands Airport Consultants BV and KLIA Consultancy Services.

Easier transfer between KLIA terminals for connecting passengers
Malaysia Airports Holdings senior general manager operation services Azmi Murad said the new service would save the approximately 500 passengers shuttling between the two terminals everyday a 15-minute drive.
However, passengers would still have to carry their luggage from one terminal building to another and check-in again for their connecting flight, as interlining facilities would not yet be available.

Subang airport-KTM Komuter link in the pipeline
Subang airport’s connectivity will be boosted with plans to link the terminal with the KTM Komuter service and shuttle buses.
KTM Komuter trains could start servicing Sultan Abdul Aziz Shah Airport by next year, said Janardhanan Gopala Krishnan, chief operating officer of terminal operator Subang Skypark Sdn Bhd.
He added that the train stop would be located at Commercial Nexus, a proposed shopping mall across the road from the terminal, which is now an open-air car park.
“We have proposed to extend the KTM Komuter line (to the airport). There is already a spur line to the roundabout (on the way to the airport). Subject to approval, it should be ready in 15 to 18 months,” he told reporters recently.
Janardhanan said Skypark wanted to provide seamless transfer for passengers by improving connectivity to the airport.
He said shuttle buses connecting the terminal to the Kelana Jaya LRT station and KL Sentral should begin operating by the middle of the year.
“We are in talks with private operators. We are still speaking with RapidKL on (public) buses plying this area,” he said.
On the status of the RM150mil Commercial Nexus, he said they were finalising the concept design, and construction work was expected to start in the second half of this year.
He said the mall, with about 600,000 sq ft of retail space, would not only serve passengers but also the community in nearby areas such as Ara Damansara.
“We want to get away from the mindset that if you go to an airport, you are just sending or picking someone up,” he said.

New LCCT To Be Ready By End Of 2011
This was established at a weekly meeting between the project's management consultant and the Department of Civil Aviation (DCA) on Nov 10, he said when replying to a supplementary question by Datuk Tajuddin Abdul Rahman (BN-Pasir Salak) in the Dewan Rakyat here Tuesday.
"The project's progress should be 15.5 per cent but right now it is 13.5 per cent. Based on the current status the delay is two per cent or 18 days," he said.
The delay was caused by the delay in approval by the Finance Ministry for certain packages besides delay in design and procurement for the control tower, said, Abdul Rahim.
In that regard, he said the ministry will monitor the progress of the project which was now in the design preparation stage.
When answering the original question by Datuk Ab Halim Ab Rahman (PAS-Pengkalan Chepa) as to whether the number of AirAsia passengers would be between 10 and 15 million by 2015 as well as the government's action to build or expand the LCCT, he said the new LCCT could handle up to 30 million passengers a year.
The government agreed to the project after we found the number of AirAsia passengers was rising and we estimated it can reach up to 15 million by 2015," he said.

Airlines And Airports Must Cooperate More To Reduce Costs
He said it was not necessarily true that airlines would come to an airport if the aeronautical charges were lower, but carriers would go to places where there were markets for them to benefit.
"Heathrow charges are high but airlines still want to fly there. So, government incentives and lower charges do not necessarily bring airlines to airport," he said at a panel discussion entitled "Cash, Capacity, Crisis" at the Airports Council International (ACI) World & Asia-Pacific Conference and Exhibition here.
Bashir said there were many things that could be done such as having a shorter turn-off or taxiway and giving airlines good slots.
"Discussions are needed on other issues in terms of total costs rather than just airline charges," he said.
At the same event, Malaysia Airlines managing director and chief executive officer Tengku Datuk Azmil Zahruddin also called for greater cooperation between airlines and airports.
Although he and Bashir have scheduled bi-monthly meetings to discuss how both parties could work together to reduce cost and enhance operation, Tengku Azmil said airport charges was only one of many facets of business the airline was looking at to reduce costs.
On the regional airport industry, ACI Asia-Pacific president Max Moore-Wilton said the industry needed to resume its growth trajectory and continued with infrastructure development to further develop the markets.
"The development of airports and markets in Asia-Pacific will lead the way for the rest of the world," he said in his keynote address at the opening session of the conference.
Moore-Wilton also said that the downturn for the industry may have bottomed out, indicating the possibility of a moderate recovery next year.
"Growth may be delayed, but not stopped," he said, adding that airports needed to have a strong commitment to services to be more innovative.
At the conference, ACI World chairman Jim Cherry in his keynote address said that airports had lost 10 to 20 per cent revenue globally since the financial crisis started.
Cherry said the airports which suffered the most were the ones with weak carriers and capital expenditure underway, adding that airlines could react quickly to financial crisis by adapting its business model to the scenario while airports generally has a fixed business model.
"Airports don't have the atitude or flexibility like the airlines do. We are more of a long-term model but we have been doing better following good government support and low debt loads," he said.

MAHB Targets Five Per Cent Increase In Passenger Traffic Next Year
Based on the industry trend observed in the last two to three months, the increase will be slightly more than the three to four per cent growth projected this year, he said.
"We believe that air travel will start to recover and this will help with growth in 2010," he told reporters on the sidelines of the Airport Council International (ACI) and Asia-Pacific Conference and Exhibition here.
Bashir said that MAHB was doing better than expected this year in line with higher tourism figures.
"The tourism industry has done a good job as it has helped to boost our traffic figures," he said.

Malaysia Airports looks overseas
The Istanbul Sabiha Gokcen International Airport (ISGIA) is expected to continue growing significantly in passenger arrivals, thanks to rising demand for low-fare flights and the country’s booming tourism industry.
In anticipation of rapid growth, the Turkish authority has allocated some 100 million euros to build a second runway at the ISGIA, said Istanbul Sabiha Gokcen Uluslararasi Havalimani Yatirim, Yapim Ve Isletme A.S. (ISG) chief executive officer Gokhan Bugday.
The new runway is expected to be completed by 2012.
ISG, which holds the operation rights of the airport for 20 years, is a joint venture between Malaysia Airports Holdings Bhd (MAHB), GMR Infrastructure Ltd of India and Turkish company Limak Insaat ve San Tic AS on a 20:40:40 basis.

According to Bugday, the airport is expected to grow 50% next year from this year’s estimated passenger arrivals of 6.1 million.
“Turkey is an important point in this region. The Ataturk Airport is already constrained, so the growth will come from ISGIA, where passenger arrivals is expected reach 10 million by 2010,” he said at a briefing in conjunction with the launch of ISGIA’s new terminal on Oct 31.
ISGIA is an economic airport, offering 25% discounts on landing and parking fees to low-cost airlines. The cost of the new terminal as well as the car park and hotels is about 500 million euros.
Bugday said Turkey was “the bridge between Asia and Europe,” and therefore, did not see any significant impact on its aviation sector from the global economic downturn.
The country’s aim was to become the transit hub between Asia and Europe, like Amsterdam, he added.
According to Limak chairman Nihat Ozdemir, the Turkish government is already mulling the idea of setting up a third airport in Istanbul due to the strong growth in passenger arrivals.
The proposal was still preliminary but if the conditions were attractive, the consortium of Limak-GMR-MAHB would consider it, he said.
GMR chairman GM Rao said the ISGIA had the advantage of having existing traffic volume, which unlike greenfield airports would have to build demand from zero.
The airport charges a service fee of three euros per passenger for domestic routes and 12 euros for international destinations.
It also offers services like refuelling, cargo warehousing and ground-handling to airlines.
Bugday said the payback period for the investment, including construction and future rentals, was seven to eight years.
This is the second collaboration between MAHB and GMR, after their involvement in the Hyderabad International Airport and Delhi International Airport projects in India.
MAHB chairman Tan Sri Aris Othman said airport development involved building capacity ahead of time to cater for future growth, and was not merely to meet existing demand.
Turkey, with its rapidly growing economy, offered a good opportunity for the airport operator to widen its presence overseas, he said.
He added that there were eight MAHB personnel involved in the operational readiness and airport transfer exercise of the ISGIA, which commenced six months ago.
“Our airport consultancy arm, Malaysia Airports Consultancy Services, is continuously exploring other overseas opportunities to further expand our expertise and knowledge in airport management,” Aris said.
GMR is India’s leading infrastructure company with a market value of more than US$7bil, specialising in infrastructure development, energy, roads and airport projects.
Limak, meanwhile, is a huge Turkish conglomerate involved in a wide range of sectors like construction, energy, tourism, cement, food and aviation.

The refurbished former Terminal 3, which was launched by Prime Minister Datuk Seri Najib Tun Razak yesterday, is a picture of a luxury airport with operations of its services and shops in full swing. Also present was Transport Minister Datuk Seri Ong Tee Keat.

Malaysia Airport expects 3%-4% growth in passenger volume
Its managing director, Tan Sri Bashir Ahmad Abdul Majid, said although it expected either a five per cent drop in passenger volume or a stagnant growth, it was fortunate that there was an increase in tourism volume.
"Tourism here is doing well even during the downturn.
"Last year, we experienced a growth of about five per cent, or around 45 million (passengers) in all our airports. This year we expect to have around 47 million," he told a press conference here on Tuesday.
Bashir said MAHB was expected to attract two more airlines by year-end.
He, however, declined the name the airlines.
Earlier, MAHB's five international airports became the first in Asia to receive the Safety Management System (SMS) certification in compliance with the International Civil Aviation Organisation's (ICAO) recommendation and the Department of Civil Aviation's advice.
Bashir said MAHB would implement the system at all its domestic airports even though it was not required by ICAO.
The SMS certification indicates conformance with safety requirements and continuous improvement in safety performance including essential features such as policy, strategy and planning, implementation, promotion, documentation, staff training and competency.
Bashir said he was "very proud" because MAHB's success was achieved using local know-how.
The five certified airports are Kuala Lumpur International Airport, Penang International Airport, Langkawi International Airport, Kota Kinabalu International Airport and Kuching International Airport.

X-ray-ted: British airport scanner reveals all

Staff at Manchester airport in northwest England, where it is on trial, say the machine takes a black and white picture of each passenger which is examined by one security officer before being deleted.
Travellers who do not like the idea can instead opt for the traditional frisking procedure, but the new machine speeds up the security process as it does not require passengers to remove coats, shoes or belts.
"Most of our customers do not like the traditional ‘pat down’ search –they find it too intrusive, but they still want to be kept safe,” said Sarah Barrett, the airport’s head of customer experience.
"This scanner completely takes away the hassle of needing to undress. The images are not erotic or pornographic and they cannot be stored or captured in any way."
The machines, already in use at a number of US airports, are designed to detect any hidden weapons or explosives before they are taken on board planes.

New LCCT works to start soon
Malaysia Airports Holdings Bhd (MAHB), the country's biggest airport operator, hopes to start earthworks next month on the new permanent low-cost carrier terminal (LCCT) in Sepang, its chairman Tan Sri Dr Aris Othman said.
Aris said it was crucial that works begin next month for MAHB to complete the LCCT by the third quarter of 2011.
"We are sticking to our 2011 deadline," he told reporters after the graduation ceremony for 194 airport security staff at the Bunga Raya Complex in Sepang yesterday.
In March, MAHB said it would complete the new terminal and a new runway within two and a half years, without exceeding the estimated cost of RM2 billion.
The permanent LCCT will be located to the west of the main KLIA terminal building, roughly 1.5km in distance.
The new terminal building will be 150,000 sq m and hold up to 30 million passengers a year, with capacity for expansion of up to 45 million passengers.
MAHB is also planning substantial investments to beef up its retail shopping and services division to boost revenue.
In the financial year ended December 31 2008, its retail and food and beverage division posted RM304.9 million sales, or about a fifth of the group's revenue of RM1.51 billion.
Aris said MAHB will focus on renovations to the main terminal building of the airport to enhance the retail facilities located there.
"We realise we cannot rely on airport charges alone as these tend to remain stagnant or low due to the competitiveness of many airports around the world."

Plan for 2km tracks from KLIA to new low-cost terminal
ERLSB, majority controlled by YTL Corp Bhd, holds a 30-year concession to operate the KLIA Express and KLIA Transit rail services from KL Sentral in Brickfields, Kuala Lumpur, to KLIA.
Chief executive officer Noormah Mohd Noor said the extension of its rail services to the new permanent LCCT will boost passenger traffic by some 15 per cent to 4.2 million from 2011.
Malaysia Airports Holdings Bhd (MAHB), the main contractor for the new permanent LCCT, is targeting to complete the construction by the third quarter of 2011 at a cost of RM2 billion.
ERLSB has 12 electric high-speed train sets for the KLIA Express, which runs from KL Sentral to KLIA in 28 minutes, and KLIA Transit, which stops at Bandar Tasek Selatan, Putrajaya and Salak Tinggi before heading to the airport in 35 minutes.
The KLIA Express and KLIA Transit carry a combine 3.7 million passengers a year currently.
The new LCCT terminal, which will be located to the west of the main KLIA terminal building with a distance of 1.5km, will be able to accommodate 30 million passengers per annum, with capacity for expansion of up to 45 million passengers a year.
Noormah said the company will launch on September 15 a temporary bus shuttle service from Salak Tinggi to the existing LCCT to promote its KLIA Transit service, while the new permanent LCCT is under construction.
"We are doing this to capture the LCCT market, which will be a new growth area for us," she said.
Noormah also said that ERLSB is offering VIP services, group discounts and giving one complimentary trip for every 10 trips bought up front.
The company has tied up with Amadeus, the world's biggest processor of travel bookings with a 29.2 per cent market share, to help sell its KLIA Express tickets.

KLIA To Facilitate Seamless Connection Between Carriers, Terminals
Malaysia Airports Holdings Bhd (MAHB) announced this at the 15th World Route Development Forum that took place in Beijing from Sept 13 to 15, the company said in a statement Tuesday.
"Today's passengers are presented with numerous options from full service carriers, low cost carriers, various routings, prices and so on. The best option could be a combination of a full service carrier and low cost carrier.
"However, selecting the best combination of carriers, routing and price is not easy since there is no single portal for the passenger to use," said MAHB general manager (marketing) Sallauddin Mat Sah.
He said KLIA's Next Generation Hub would provide the passenger with "tools to plan an itinerary that best suit his or her needs, as well as the physical infrastructure to integrate and enable connections between full service and low cost carriers".
The airport operator said there was already a growing trend of passengers who self-connect between the Main Terminal Building and Low Cost Terminal at KLIA.
A study had revealed that there were at least 500 self-connect passengers per day or 1,000 passenger movements, representing an annual market of over 180,000 passengers, it added.
It said KLIA was well positioned as a Next Generation Hub as the airport offered both the largest volume of routes and traffic carried out by low cost carriers, making it a market leader in the sector in the Asia Pacific Region and globally.
"By capitalising on the trends and developments within the airline industry and consumer environment such as the rise of internet bookings and the era of social networking sites like Facebook and Twitter, MAHB is seizing the opportunity to create and shape a world first Next Generation Hub at KLIA and foresees that the number of connecting passengers between the two terminals could grow significantly in the next few years," Sallauddin said.
At Beijing forum, MAHB also launched www.flyklia.
"The portal is free to use and search results include links to airlines and travel agent websites where travellers can book flights directly.
"This portal will continue to be extensively enhanced over the coming months and MAHB is also looking at adding other initiatives such as an airport loyalty scheme for frequent flyers," Sallauddin said.

KLIA Enters First Phase As Next Generation Hub
As part of the programme, the KL International Airport (KLIA) is being positioned as a next generation hub, a premier airport that will enable passengers to connect seamlessly amongst all types of carriers including full service airlines and low-cost carriers to all destinations served from KLIA.
For a start, MAHB and KLIA launched the web portal www.flyklia.
"We want to come out with facilities that help the passengers to travel in our airport in a more comfortable manner," MAHB's managing director Tan Sri Bashir Ahmad told reporters after the web portal launch here Tuesday.
"We hope people will make use of it. The aviation industry is changing. Ten years ago it was different. Today, passengers can actually choose their own itinerary, their own fares.
"Ten years from now, I'm sure the industry will change from what it is now and we are going to be ready for it,"
Currently, there are 54 airlines in KLIA featured in the website.
Asked whether the airport operator will add more airlines in the website, Bashir said they will be added as they come on board.
The itinerary builder was developed in partnership with an Iceland-based technology company which provides innovative technology solutions for the travel industry.
The Flight Planner, which is free to use, searches more than 660 airlines worldwide for the best flights and connections available.
The search results include links to airlines and other travel portals where travellers can book flights directly.
Besides flight booking options, the website also features information such as the operating airlines at KLIA, facilities available and environmental efforts at KLIA.
The portal would be continually enhanced and for the next phase of development, MAHB is already looking at including hotel booking engine which will compare prices for properties in and outside Malaysia.
MAHB also plans to add an Airport Frequent Connector Loyalty programme, which is aimed at rewarding the frequent travellers.
On news report regarding MAHB to announce a new set of financial incentives for airlines that fly out of the 39 airports it operates in the country, Bashir said discussions will be held with the airlines the next one or two weeks before an announcement is made.
"The incentives are actually to reward the airlines that bring business to the airport (KLIA)," Bashir said.

All set for B747 historic landing
“The runway, measuring 3,800m, is the longest in Borneo,” Global Upline Sdn Bhd adviser Tan Sri Ting Pek Khiing said yesterday.
Global Upline is the turnkey contractor of the RM850mil extension project. The airport terminal building has earlier been upgraded and extended.
“The runway can now take the Airbus 380,” Ting said, adding that Najib would receive a certificate from the Department of Civil Aviation to mark the event.
The certificate will then be handed over to acting Transport Minister Datuk Seri Liow Tiong Lai.
Ting said Najib would also open Global Upline’s Four Points by Sheraton Hotel near the airport.
On the RM760mil extension and upgrading project for the Kota Kinabalu Airport runway and terminal two building, Ting said it would be completed in 10 months.
Global Upline is also the contractor for a similar project at the Labuan Airport.
The RM360mil project is also nearing completion.

Touts menace at LCCT
SOME passengers arriving at the Low-Cost Carrier Terminal (LCCT) are unhappy with the way touts operate at the terminal.
While the touts provide a much-needed service, they definitely tarnish the country’s image among tourists.
During a recent three-hour stake-out at the LCCT bus terminal, the StarMetro team saw some youths with walkie-talkies communicating with the bus counter clerks at the arrival hall, asking them to direct passengers to the waiting buses.
And since the touts provide a convenient and efficient service, commuters do not mind paying a little extra to enable them to leave the place faster.
However, regular travellers are not happy with the way the touts operate at the LCCT terminal.
A regular traveller said the “touting” actually starts at the bus counters located in the arrival hall where counter clerks tell passengers about the buses “scheduled to move immediately” and those in a hurry take up the offer.
“However, this is not so. The bus only leaves when full,” said C.K. Lim, who had arrived on an afternoon flight from Solo, Indonesia.
Lim said travellers prefer to buy their tickets from touts at the bus terminal as they could then hop into the first bus leaving the place.
“I was told on two separate occasions that the bus would leave at a certain time. It did not depart at the said time and I had to wait in the bus for 20 minutes. I would have been on my way if I had bought my ticket outside,’’ added Lim.
It was noticed that although many flights had landed that afternoon, most of the travellers pushed their baggage past the ticket counters to buy tickets from the touts at the bus terminal located about 100m away.
The situation at the LCCT is unlike that at the KL Sentral bus terminal where commuters have complained of being harrassed by touts all the time.
Commuters as well as travellers who had just arrived at the LCCT did not seem to mind paying extra to get to their destinations as there were many bus services to choose from and most had similar departure times.
The touts know which bus was leaving the terminal and would direct the travellers to the waiting bus.
However, travellers who bought their tickets online, as in the case of the Skybus with the AirAsia logo which includes the RM8 fare to KL Sentral, would have no choice.
LCCT-KLIA manager Raghbir Singh said if it was found that the counter clerks at the arrival hall were indeed “touting” and giving wrong information to arriving passengers, action would be taken against them.
However, he added that Malaysia Airports was unable to take action against the “touts” operating at the bus terminal as the bus services come under the jurisdiction of the Commercial Vehicle Licensing Board (CVLB).
Raghbir said Malaysia Airports was aware of touts operating at the bus terminal and therefore it was for the bus operators to solve the problem as it would mar the image of the LCCT.
“We have had meetings with the bus operators and CVLB to bring all the bus companies under a common umbrella body but there seems to be differing ideas,’’ said Raghbir.
He said both Aerobus and Skybus have their own operating schedules but it would be wise if they could work out common rules and regulations as well as departure times to overcome the problems of touts.

Transport Ministry Concerned Over Delay In Airport Projects
Deputy Transport Minister Datuk Abd Rahim Bakri said the delay should not have happened as the projects involved public interest.
"Any project, particularly airports, the Minister and Deputy Minister are accountable. We are answerable in Parliament, not contractors. My only concern is to see this project is completed on schedule or within the stipulated time," he told reporters after a briefing by Malaysia Airport Berhad at the Labuan Airport terminal here Thursday.
The RM36 million Labuan Airport project was originally scheduled for full completion on Nov 8, 2008, but this has been extended to end of July 2009 due to internal problems concerning the main contractor and land issue.
A total of 20 houses in Kg Pantai were affected by the airport upgrading project, of which the landlords have been compensated at end of last year.
"Set aside the company's internal problem and let's focus on completion. Labuan is not a busy airport as compared to other airports. Work can still be done during night time," he said.
Rahim said the government was trying to do away with the various charges like landing and other related charges in order to encourage more airlines to come to local airports.
"We want to make our airports competitive and be able to compete with others around the world," he said.
Rahim also urged airport authorities to diversify their business activities rather than focusing only on passenger and cargo services.
"The Kuala Lumpur International Airport is a good example. It has been able to reap millions in profit through its oil palm plantation surrounding the airport runway," he said.
"Perhaps other local airports should also look into ways to get involved in downstream activities or be creative in maximising their income," he added.

Malaysia Airports in talks with 5 parties
MALAYSIA Airports Holdings Bhd (MAHB) says it is in talks with as many as five parties to set up base at the Malaysian International Aerospace Centre (MIAC) in Subang, Selangor, but declined to name them.
The airport operator, which manages the centre, has already put in a request to the Transport Ministry to acquire an additional 140ha nearby to accommodate the potential tenants.
That is because the 480ha currently designated for development under MIAC is almost fully taken up by investors.
MAHB senior general manager of corporate planning, Datuk Mahat Samah, said only pockets of land, totalling some 6ha are left.
"Leases have been signed (with various tenants to occupy and use the current land at MIAC), it's just a matter of the tenants deciding when they want to come in," he told Business Times in an interview.
One such tenant is Universiti Kuala Lumpur, which plans to locate its Malaysian Institute of Aviation Technology (MIAT) campus there.
MIAT was supposed to have started construction last year, but its plot at MIAC was still left vacant.
"We have allocated 20ha for them. We are just waiting for them to start construction,
Mahat also said that with the signing of a 60-year land lease with the government for MIAC, MAHB will now be able to offer longer leases to its tenants.
Prior to this, most tenants were given three-year leases with the possible extension for up to three more years.
MIAC is now offering 10-year leases with an option for another 10 years or its combination up to a maximum of 30 years to new tenants.
Mahat said existing tenants would be up for a review upon the expiry of their current lease contracts.
The terms of the leases depend on the nature of their business as well as the infrastructure that is in use.
"Of course when you use infrastructure built by us (MAHB), you pay more. But if you build your own infrastructure, you can actually offset it against your lease amount," Mahat said.
MAHB rakes in some RM20 million per year in leasing income from MIAC.
